What Is State Alimony and Who Qualifies
State alimony — מזונות מדינה in Hebrew — is a mechanism under the Alimony Law (Enforcement) 1995 that allows the National Insurance Institute (NII / Bituach Leumi) to advance court-ordered child support payments directly to the custodial parent when the ex-spouse refuses or is unable to pay.
To be eligible you must satisfy several conditions: you must be an Israeli resident; you must hold a valid, enforceable court order for child support (not merely an agreement — a court order); the children must reside with you; and the ex-spouse must be in arrears. The NII pays up to a monthly ceiling per child — currently in the range of ₪1,550 — regardless of the amount the court actually ordered.
The application is submitted to the NII branch nearest to your home with the original court order, proof of non-payment, and supporting documents. Once approved, payments begin retroactively from the date of application — which is why it is critical to apply as early as possible rather than waiting to see whether your ex will eventually comply.

The Enforcement Parallel — Chasing the Defaulter
Receiving state alimony does not mean the defaulting parent escapes liability. Once the NII begins paying, it steps into the custodial parent's shoes and pursues the debt through the Execution Office (הוצאה לפועל). The obligation is transferred — not extinguished.
In parallel, the custodial parent can open their own Execution Office file for any arrears above the NII ceiling, for legal costs, and for ongoing enforcement of future payments. The Execution Office has wide-ranging powers that make non-payment very costly for the defaulter:
- Wage garnishment — deducted directly from the employer
- Bank account seizure and freezing of assets
- Suspension of the driving licence
- Travel ban — preventing departure from Israel
- Restriction on business activities and holding directorial roles
- Imprisonment for persistent refusal to pay
If the ex-spouse is abroad, enforcement can be pursued through international channels under the Hague Convention on Maintenance Obligations, to which Israel is a signatory. Adv.
