Furlough — The Legal Framework
Furlough (chal't) is a widely used mechanism in Israel — particularly during economic downturns or periods of reduced activity — that allows employers to temporarily suspend work without terminating employment. Furloughed employees remain employees and are entitled to return; they are also eligible for NII unemployment benefit during the unpaid period.
The rules distinguish between short furloughs (up to 30 days, no consent required) and longer furloughs (requiring the employee's agreement or collective bargaining approval). Employees placed on extended furlough without consent may be entitled to treat themselves as dismissed — triggering severance and notice entitlements.
