Who Qualifies for General Disability Pension

The general disability pension is available to Israeli residents aged 18 to retirement who cannot earn a living due to a significant disability — regardless of how that disability arose. This is the key distinction between general disability (נכות כללית) and work accident disability (נכות מעבודה): work accident disability requires the injury to have occurred in the course of employment; general disability covers all other origins — illness, off-work accidents, congenital conditions, and more.

Three conditions must all be met simultaneously. First, residency: you must be an Israeli resident within the qualifying age range and not already receiving a different NII pension of equal or greater value. Second, functional disability threshold: the NII medical committee must certify at least 60% functional disability — a standard that evaluates how the disability affects your daily functioning and earning capacity, not merely the anatomical or medical percentage. Third, income test: your earned income must not exceed the monthly threshold set by the NII (which is updated annually).

Many applicants are surprised to discover that a medical disability rating of 50% is insufficient, or that their income — even from very part-time work — may affect eligibility. Proper legal preparation, including assembling the right medical documentation before the committee hearing, significantly improves the outcome.

The Application Process and Common Rejections

Applying for general disability pension begins with submitting a claim form to the NII branch together with medical records documenting your condition. The NII then schedules a hearing before its medical committee, which assesses your functional disability percentage. Separately, the NII conducts an income test to verify that your earned income falls below the permitted threshold.

The most common reasons for rejection are: insufficient medical documentation — the committee cannot certify 60% functional disability without detailed specialist reports, imaging, and functional assessments; and overestimated functional capacity — the committee concludes that despite your medical condition, you retain sufficient function to work, often because the claimant did not present evidence of daily functional limitations beyond the primary diagnosis.

A rejection at the first committee level is not final. You may request a re-evaluation by the NII's higher internal appeals committee (Vaad HaReruf) within 60 days. If that appeal also fails, the matter may be brought before the Regional Labour Court — the court with jurisdiction over all NII benefit disputes — where an independent judicial review takes place.
